plunge. because of the impending snow in the forecast all school closings and delays are running along the bottom of our screen and the list is growing. right now we go to john collins for a look at conditions at sandy point. how is it going? >> the snow is not here yet but the cold air is in the water and in the air. here is a map. we prepared a lot of information. the numbers in white is the water temperatures which are mid 30's at thomas point light house. mouth of the sever river. and temperature there. in the blue box on the left side is the beach air conditions. and the air is conditioned. 22 degrees is the air temperature. south wind not quite 10 miles an hour so that gives us a wind chill of 13. then you put the people in that cold water and they get out of the water and all of that stuff evaporates on their skin. and that is cold, that is really

cold. tim tuten is all bundled up and he will tell us what is going on at sandy point. >> everything is happening. while we were on the air you saw the beginning of the show they couldn't wait. they said we are going in and young man what was it like? >> it was freezing out there. man. it was fun though. >> for a good cause. >> of course, of course. >> go get some clothes on. we were talking earlier, you saw at the beginning of the show this is the cool school challenge where every year thousands of kids who come down to say we can go in and do this and you watch at the beginning of the show they went in. they are smart kids. they went in without a cue and come back out. we have the great people down here making sure it goes well. this is more than about kids, it is a good cause and we have persons you know who every year come down and plunge.

those in need. back to you. >> they should all be very proud of their efforts. if you know someone taking the plunge text a good luck message and we will share as many as we can saturday morning. that is 88509. the other big story the family of a man who died in police custody last september said his death was no accident. an investigation came to a similar conclusion but authorities say there will be no criminal charges against the officers involved. >> i was shocked. i'm flabbergasted by the whole situation. it seems like he's making a mockery of the situation. >> that is the reaction of anthony anderson's family after the state attorney announced no criminal charges will be charge ed. it is around detective tom strohman and two others when anderson died resisting arrest. >> we have concluded from our

investigation that detective strohman did not act with the intent to cause death or serious physical injury to mr. anderson. >> bernstein says an autopsy showed anderson died from blunt force when he fell a ruptured spleen and internal bleeding exacerbated by a preexisting condition. while strohman did cause the death bernstein said the use of force was not excessive. >> we did everything possible to be as thorough and comprehensive as possible in investigating the case and talking to every witness who would be willing to talk to us, examine the forensic evidence and reaching the conclusions we reached. >> earned's family contest the conclusion believing he was racially profiled and bernstein discounted key witness testimony. >> this is like they threw that out the window and taking the police away from what happened and that is not fair. >> we have to make this a federal case. we are not going to stop. we are not standing still on this one.

>> now an update to a story we brought you this morning. a man is in stable condition at a hospital after being struck by an s.u.v. the county sheriff office said he was walking in the area of hampton road in edgewood around 6:30 thursday night and he was originally taken to shock trauma in critical condition. it appears he was not in a crosswalk at the time. the 32-year-old driver remained at the scene. we are told no charges have been filed. a huge surprise for court in today's opening statements in the trial of michael johnson. he's accused of murdering a north carolina teen felicia barnes. plans were revealed to call a surprise witness an acquaintance of michael johnson. prosecutor say he will testify he saw felicia's body on a bed in johnson's department the day she disappeared. this is the first time any such evidence has been mentioned. defense lawyers call the witness a jailhouse snitch who can't be

it comes the same week as the 40th anniversary of roe v wade. protesters call on the supreme court to overturn the decision even though the federal government will not pay for abortions and republicans have passed 135 restrictions in the last two years. >> now will abortion be available. as the states there are so many restrictions passed. >> a new nbc "wall street journal" poll shows 70% want the decision to remain intact. another controversial topic passes the house in rhode island. a bill to legalize same-sex marriage in the state received overwhelming support thursday but lawmakers say it could be months before the state senate takes up the bill. the bill has failed every time it has been introduced in the senate. if passed rhode island would be the 10th state in the nation to legalize same-sex marriage.

>> we have been talking about it, snow. we don't see think snowflakes over sandy point. the air is dry and the initial band of snow trying to come in is probably evaporating before it hits the ground. eventually we will see it. there is the live view. no snow yet around the bay. let's look at the radar to see what is going on. circle the city here. everything you see echo-wise would be snow. most of it is up in the air and some of the darker bands in carroll county and down here in howard county reaching toward the bay, some of the snow may be coming down as flurries but it is the initial piece of the storm that is edging in right now. it will be hard to get there to come down to the ground until the air becomes a little more saturated. as we go through the afternoon we will see more of this and it will turn a darker green and we

will start to see snow hit the ground and collect. the other factor in our weather has been temperatures. we have been way, way cold. high temperature the past week have been way below average. normal high is 41 or 42. we have a trend here as we go past the weekend and into next week where away warm up at least for a while. but at the moment it is awfully cold out there. most of temperatures are low to mid 20's. mid 20's to the south, low 20's around here and even teens. westminster 18, hagerstown the same. 14 frostburg. here is the satellite picture with this disturbance coming in. it is a combination of snow to the north and farther south ice and a little rain. here is one low pressure center and reaches right into west virginia and does placing that high pressure coming in. it is a storm that is somewhat similar to what came through yesterday. not a lot of moisture with it.

a lot of it is tied up in rain to the south of us. it will behave in a similar fashion. how much snow do we expect? here we are at noon. kind of the gray stage with the cloud cover. actual accumulating snow is to the west. that comes in around 4:30 to 5:00 we begin to see during the rush hour the first of the more significant snow coming in. it is a fast-moving storm. so the fast movement will limit how much we can collect. it is kind of dry and light. by evening, 10:00, it will be over and moving out. we will only have a four or five-hour period to accumulate this light fluffy snow. that could make the pavement like teflon so it could cause slippery driving conditions this afternoon. 19 to 23 the high. we are in that range now so away don't expect it to warm up much more today with all the clouds. light snow in the forecast, we are calling for generally one to

three inches. around the city one to two and close to the maryland line one to three inches with variable winds. here is kind of an estimate of how much snow we can expect with this system. the darker blue shades would be the up to three inches possibility. advisories are out for a winter weather advisory for our entire area around the bay and almost all of the state. winter storm warnings for more significant snow in garrett county. tomorrow it will be cold, near freezing. that is the air temperature. water mid 30's and as we get toward noon the winds will pick up and the chill will be quite a factor. as far as temperatures are concerned i mentioned the warming trend, coldest of the air above freezing will begin to come into the area during the week next week. but our extended forecast keeps us cold into the weekend, only 22 today, 29 tomorrow, with the
